Look at the past work he has done, his albums, online pictures available, his website and galleries available. Try not to base your judgment on just the online pictures, go and meet him in person and see his pictures on print. Sometimes pictures on the computer and on print are quite different.

Try to find one through someone personal experience, go through a friend, relative, neighbor, colleague etc so that you know what the person looks like in real life and then compare it to their pictures. Plus personal experience tells you a lot about the photographer's nature beforehand, his flexibility to adjust to changes, his nature to understand the needs of his clients.

Asking a lot of questions will help you to get an insight of what kind of a person he is and whether his way of working will be suitable to you or not. Give him details about what kind of a look do you want, elegant, modern etc, do you need touch ups, background he should use. you need to also give him instructions beforehand about pictures you expect to be taken, of speeches, cake cutting, individual, brides maid, best man, family and friend and so on exactly telling him how many should he take as you will not be able to give these instructions on the wedding day!
